Boyd council members take oaths of office

The Boyd City Council officially has a new member after being sworn in during the regular scheduled meeting May 20 at Boyd Community Center.

Sheril Rodgers, who previously served as president of the Boyd ISD Board of Trustees, was administered the oath of office by city secretary Daniel Bourgeois, along with incumbent mayor Rodney Holmes and incumbent council members Randy Adams and Aaron DePino.

Rodgers received 51 votes for the Ward 2, Place 1 position in the Saturday, May 3 general election. She defeated former councilman Martin Cole (48 votes) 51 percent to 48 percent. Maria Theresa Celis received one vote.

Holmes has served as Boyd’s mayor since he was appointed in 2016 after the resignation of former mayor Rod Bill Scroggins, and has ran unopposed in the last five elections.

Similarly, Adams — who currently serves as the Ward 1, Place 1 councilman — was appointed to the council in 2019 following the resignation of former councilman Tim Hammons. In the last three elections, Adams has won his seat unopposed.

DePino was unopposed in his first general election run for the Ward 3, Place 1 seat after having been appointed to the council after former councilman and mayor pro tem Mark Culpepper resigned in 2024.

After the swearing-in ceremony, the council voted unanimously to re-appoint Adams as mayor pro tem.

In other business, a variance from Kevin Flournoy of 515 Knox Avenue to build two carports and change the side yard set back from 8 feet to 5 feet for an accessory building was unanimously approved.

The council voted unanimously to deny a special event vendor fair for Wild West Coffee, located at 100 East Rock Island Avenue. According to city manager Dwayne Taylor, the business is looking to celebrate its anniversary with food trucks and vendors, but has not addressed potential parking issues with city officials. Taylor said once all issues are addressed, the measure could appear back before the council.

Mike Kenny was formally introduced as the Boyd Police Department’s new chief, replacing former chief Jason Schmidt. Lieutenant Ryan Erwin, who served as interim chief during the department’s chief search, was promoted to assistant police chief.

The Boyd City Council is scheduled to meet 6 p.m. Tuesday.
