DEVELOPMENT AGREEMENTS DISSOLVED — In another reversal, the Decatur City Council Monday night dissolved development agreements with property owners James and Wanda Dixon and Kenny and Gloria Bryan. The council previously declined the property owners’ requests, despite having dissolved the same agreements for Chris Fernihough and Karl Klement two weeks prior. The five-year agreements were offered in 2017 to Fernihough, Klement, the Dixons and Bryans, as well as several other property owners in place of involuntary annexation, but the agreements prohibited new development on the properties. Council member Darlene Hilton, who March 8 voted against terminating the Dixon and Bryan agreements, last night was one of four voting in favor of termination.
