I read from the Update that some on the council are trying to play "chicken" with Decatur tax-payers again. They have plans to offer certificates of obligation rather than give voters (tax-payers) a chance to decide our needs.
A bond issue can furnish the same amount of money for the projects in question. The end cost to the tax payer is the same, it just gives us the chance to say how our money is spent.
Another advantage of a bond issue is that is provides for more restricted accounting of how the money is spent as compared to COs.
What's more democratic than that? Why not promote a vote on the issues?
