BOYD SETS HEARINGS – The Boyd City Council approved a series of resolutions Tuesday night to set public hearings for the annexation of 153 acres on Cemetery Road and the creation of tax increment reinvestment zone (TIRZ) and public improvement district (PID) for the proposed 595-home development, Spring Hill South. The first annexation hearing will be Feb. 26. The city will hold second annexation hearing March 19 along with the hearings for the TIRZ and PID. The PID would apply fixed assessments on properties in the development to pay back the bonds for infrastructure – water, sewer, drainage and roads. Two acres given to the city for utilities will not be in the PID. The TIRZ would allow a portion of the taxes assessed in the area to be used to pay down the PID. As part of an agreement approved in November, the city agreed to a 50-50 split on the TIRZ up to a valuation of $210,000. That means half of the city’s tax rate levy on properties in the development would go toward paying off the bonds. The March 19 hearing for the TIRZ will include only half of the development. Tax revenue on properties with a value above $210,000 garnered by the city would have to be spent on projects within the development and could be used to pay down bonds. There will be a 75-cent levy to pay the PID assessment to cover the bond payments for the initial infrastructure.

STORMY MORNING – Wednesday got off to a rainy start with storms greeting the morning commuters. As of 7:30 a.m., rainfall totals included 0.43 of an inch in Bridgeport, 0.2 in Greenwood and 0.19 in Decatur. Rain chances remain in the forecast through the day and overnight.

HIGH SCHOOL SHOWCASE – All incoming freshmen at Northwest ISD are invited to their respective high schools’ showcases Thursday, where they can learn about campus programs and opportunities as well as high school in general. Each high school – Byron Nelson, Eaton, Northwest and Steele Accelerated – will host its showcase in the evening, from 5:30 to 7. WIC OFFICE CLOSED TODAY – The SPCAA-WIC office in Decatur will be closed today for a staff meeting. The office will reopen at 7 a.m. Thursday.
