Man arrested for killing cows

A local rancher has been arrested for killing livestock.

Jackie Floyd Reaves, 62, of Bowie, was arrested Monday and charged with a Class A misdemeanor charge of cruelty to animals, according to Montague County Jail records.

The arrest came after an investigation by Special Ranger John Bradshaw with the Texas and Southwestern Cattle Raisers Association (TSCRA).

According to the arrest warrant affidavit filed with Wise County Precinct 2 Justice of the Peace Callie Manning, a complainant provided Bradshaw with video showing Reaves dragging a living black cow by the neck with his truck on June 4.

The complainant also gave a statement about another incident with a different cow that was alive but on the ground, The witness said Reaves could not get the cow up.

“Witness said that Reaves used his front-end loader and slammed the bucket on the cow’s head until it was dead,” the affidavit states.

According to the Texas Penal Code, a person commits the offense of cruelty to livestock animals if the animal is tortured, which is defined as any act that causes unjustifiable pain or suffering.

While the affidavit did not list the address of where the alleged offenses took place, Wise County Appraisal District records indicate Reaves owns property on County Road 1791 in the Sunset area in far north Wise County. Those records indicate Reaves lives in Bowie.

Jeremy Fuchs, director of public affairs with the TSCRA, confirmed that Bradshaw is investigating the case but could not provide any additional information due to the ongoing nature of the case.

Fuchs confirmed the alleged offense happened at the property on CR1791.
