The Texas Dept. of Transportation (TxDOT) in April sent out a memo supporting the voluntary “turnback” program to get what are essentially city streets out of the state’s hands – a move that could save the state $165 million. The Decatur city council Monday night discussed various options, but took no action on the issue.
