King files bill to freeze state hiring

State Rep. Phil King (R-Weatherford) recently filed HB 291, a bill that would freeze hiring by state agencies for the 2014-15 biennium.

King’s bill would implement a freeze on non-essential state hiring for the upcoming two-year budget period and would also prevent the dollars from those unfilled positions from being used by that agency for other purposes.

“The economy has seen many ups and downs over the past few years,” King stated. “Businesses small and large across Texas are doing what it takes to balance their checkbooks in a fiscally responsible manner, and it is critical that the state government conduct business in the same way.

“By implementing a hiring freeze, we can save precious dollars during a time when every dollar counts. These funds can be directed to the critical services our state provides.”

The state currently employs 295,882 full-time-equivalent (FTE) personnel [an FTE is any combination of employees whose hours total 40 in a week].

    So No New State Inspectors for say the TCEQ or RRC? No new State Attorney’s to defend the state? No New Teachers? What’s he thinking? Bugs Bunny was quoted today as saying, “WHAT A MAROON!”

    It also seems like a dumb bill to file and for the reason he suggests seeing as how the latest Comptroller report shows income increases currently and the projected near future.

    Will this cause forced retirement or dismissals of state employees before their Retirement in order to keep their state position during the bill effective dates of Sept 2013 – Aug 2015? The bill says;…
    Except as provided by Subsection (d) of this Act, during
    the state fiscal biennium that ends August 31, 2015, a state agency
    may not:(1)fill the position of an employee if the position:(A)is vacant on September 1, 2013; or
    (B)becomes vacant after September 1, 2013;

    This will cost thousands of state employees a lot of money if they are forced to retire early, but if they don’t then they could just get terminated and State Agencies such as Texas Dept of Public safety (Law Enforcement), and All state Regulatory Agencies (as listed above) will have no choice if they want to keep the position for this time period. Sneaky way to de-regulate too. As I said, What an A**. Just wondering how the police officers union (one of which he was a member of and that contributes to his re-election fund) will think about this.
