An investigation into the drowning death of a 5-year-old girl from Paradise last month resulted in two arrests, including the child’s caretaker.

Officers arrested Michael R. Rhoudes, 46, of Paradise, on Tuesday, Aug. 7. He was charged with criminally negligent endangerment or abandonment of a child in connection with the death of Pipper Sasnett. His bond was set at $5,000.

Sasnett was swimming with a group of people in the designated swimming area of Eagle Mountain Lake at Azle’s Shady Grove Park when she went under about 6 p.m. Wednesday, July 11. The girl was unresponsive by the time medics arrived, said Chad Lorance, spokesperson for Tarrant Regional Water District.

Officers also arrested Rhoudes’ girlfriend, Crystal Gail Millican, 35, of Hico, on the same charges. Rhoudes was Sasnett’s guardian.

Piper was transported to Cook Children’s Medical Center by helicopter where she was pronounced dead at the emergency room at 7 p.m.

Lorance said district officers, working in conjunction with the Azle Police Department, investigated the tragedy and interviewed witnesses.

Rhoudes was also arrested in June for injury to a child by Wise County Sheriff’s deputies.
